    Can anyone explain this formula for me, =ROUND(MAX(O3,(70+O3)/2),0)

      The ones under 70 should just be the (O+70)/2 rounded to the nearest whole number, If for instance O=61 then (O+70)/2=65.5 so your original formula would pop out 66.
