Qualicum is the highest average in Canada and it's something like 57, which is still just ridiculous. But you're right, Nanaimo is a sh!tty place to raise kids, and a crap place to be if you're a young adult. Courtenay/Comox has a lot of the good things that Nanaimo has and not many of the bad things. The only thing Nanaimo really has that's better is it's location. I dont recall ever being afraid to walk anywhere, and Im not aware of any problem like excessive violent crime. If you like hiking and biking, then you will instantly fall in love with the city.
