They had a quote on 1040 early yesterday before the twins signed from someone on the Leafs saying specifically that they would be going after the Sedins if they became free agents.

saying that you would like X player isn't tampering, meeting with and/or having contract negotiations with X player is tampering.

Then why did all the GMs at the draft and for the last month refuse to say anything about players they were interested and said (and I quote) "I won't talk about a specific player that is under contract to another team, that is tampering"
