They always give the chance that they will return at a good price if they hit the UFA market. However, it is rare that if they become a star that they would come home. So if it were up to me, and everything being equal between two players (one from B.C. and one from somewhere else), I wouldn't choose the home town boy. Another thing is that there are more distractions for home town boys I would think. Newcomers have nothing other to do than build their life through the team. However, an advantage is that the home town boys are likely to sign extensions at a home town discount =) But in the end, I don't care where our picks come from, what matter is if they pan out or not.
