Two teams who can actually play against each other and have a competitive game or see countries like Norway/GermanyBelarus get hammer 7-0 by the powerhouse teams? Make a qualifying tournament (say the WHC), that consist of 16 teams: Canada (2), Russia (2), USA (2), Sweden (2), Finland (2), Slovaks, Czech, Swiss, Germans, Belarus, and Norway. Top 10 teams in each pool gets to qualify for the Olympics. Pool A: Canada (a), Russia ( b ), USA (a), Sweden ( b ), Finland (a), Czechs, Swiss, Belarus. Pool B: Canada ( b ), Russia (a), USA ( b ), Sweden (a), Finland ( b ), Slovaks, Germans, Norway. Also, have the age restriction to 21, so you can invite younger players to fill up the rosters.
