Pounds are a unit of measurement for weight, not quantity in regards to how many bombs, with variable weights, there are. Nowhere in the article does it state that the researchers think there are millions of unexploded bombs around the country's coastlines. Millions of pounds of unexploded ordinance is, by all methods of measurement, still quite a lot. What they should've done with it is perhaps systematically explode it all instead.
