And if you look at the current cap which is around 81M: 9.75/81M is roughly 12% of the cap so if you compare it to what the cap in real life is (roughly 70M), that's like Toews getting 8.4M/yr today (8.4/70 = 12%). I'm just saying that since the available cap won't adjust until the sim period, he could technically offer 16m to every big name free agent to assure himself getting one, at the cost of the remainders taking the second best offer.
