So instead of doing a lottery and having the order determined by that, we'll do a lottery for picking a draft position. So whoever is 1st in this list may choose any spot from 1-16. There's no real advantage of picking anywhere. If you want a top 5 player, take a top 5 spot. If you want 2 top 20 players, take a bottom 5 spot. Snake order so it'll even itself out.
