Looks like 

Wilson caught Dumoulin in the chops with his shoulder.  It really snapped Dumoulin’s head.  Head was definitely the first point of contact.  Suspension coming?

So the panel was talking about intent as a reason why there should be no suspension, yet with Doughy point of contact was all that was mentioned. They must have got a call from the league.

That should be one game as a precedent has already been set in these playoffs. Of course officiating standards change from game to game and more from series to series and even more from year to year. NHL sports entertainment at its finest.
