It applies.  He'll burn the 1st year of his ELC by playing in his 10th NHL game as a teenager.  

Kevin Fiala was drafted out of the SHL the same year as Nylander.  His contract was able to slide for one year.  Nylander is a RFA this year because he played in 10 NHL games as a teenager while Fiala did not.

It applies.  See Fiala vs Nylander - both drafted out of Sweden in 2014.  Fiala's contract was able to slide and will be RFA next year while Nylander is a RFA now.  Nylander played more than 10 NHL games in 2015/16 while Fiala only played 5.
