Canucks could do the same with Rathbone. 

 

regardless we need rathbone signed  and from what the nhl said online  he can participate

He can't play.   He can practice with the team and be part of the bubble.

So if Rathbone were to sign tomorrow we could still add him to our list of reserves?

He could be part of the black aces but will not be allowed to play in a game.  He will count towards the 31 players they are allowed to bring in the bubble.  Canucks might not want to do it though.  It burns a year of his ELC and gets him a year earlier to his 2nd contract.  There's no signing bonus or salary payment - it's just to burn a year.  He won't have arbitration rights or won't be able to sign an offer sheet once his ELC is up though.  

 

They initially did not want them to sign unlike past years were Makar, Boeser, McAvoy etc all signed and got into games immediately.  It's a one-off for this season only.

 

That rule was troublesome for KHL players in particular as they have the option to play an additional year at home.  The KHL is starting on time and they can elect to stay there an additional year and delay coming over.  

 

NYI is counting on Sorokin next season.  If he plays in the KHL they will lose a year of development and have to find another goalie to second Varlamov.  Montreal is counting on Weber to mentor Romanov - losing a year of development with Weber getting older is not ideal.  Guerin moved Zucker to create a top-6 spot for Kaprisov.

So,  a bit better for the Canucks, and for Rathbone as he will be making NHL money, even if it isn't quite what he would get after the elc.?

He would be in the same situation as Boeser.  Gaudette this year and Hughes next year are in that same situation too.  Canucks are not at risk of losing them to an offer sheet and they can't file for arbitration.  That normally gives the team a bit more leverage as all the player can really do is sit out.

That makes it hard for a few players - that want to play despite bring high risk covid cases.  If all things were the same back in the 70’s Bobby Clark would probably fit into this category and you could bet every nickel that he would fight this as much as he could just to play anyways.  The ironic thing is the players are almost certainly safer in the bubble then their home cities if they play for any US team.  

 

Which the players themselves have brought up several times.  This tournament is happening barring any catastrophic events.  Someone would almost have to purposely bring it in ... which unfortunately is a thing...reading a story of a 30 year old who went to what they call a “Covid party” - 20-30 year olds get together in mass and party literally daring each other to see if anyone gets it (sharing drinks - no social distancing etc...pretty Darwin Awardish) and the mans last words were he wished he didn’t tempt fate (he died).  Screening  and testing of the support staff will be absolutely critical...anyone who’s impatient or rude to restaurant staff good chance you’ve eaten their saliva or worse.    If I was running this I’d have a caretaker/security watching every single step of the supply chain especially in the kitchen monitoring things.    That and checking constantly on cleaning and making sure the bubbles integrity is maintained.

That’s such a bizarre rule.

 

What if a team has multiple players forced to quarantine? You would think you could at least use those players on an emergency basis.

Not defined.  Will depend on the severity of the infraction.  Players have to follow protocol (wearing masks, self-distancing etc) at all times.  Breaking the bubble without valid justification would likely fall in the more severe category.  From the protocol of phase 4:

 

PENALTIES FOR NON-COMPLIANCE

As indicated above, individuals leaving the Phase 4 Secure Zone without permission may be subject to consequences up to and including the removal from the Phase 4, or in other cases, strict quarantines of up to 10 - 14 days as well as enhanced testing and monitoring upon return.

In addition, established violations of the rules set forth in this Protocol will result in

  • For Clubs, significant penalties, potentially including fines and/or loss of draft choices.

  • For third party vendors, potential contract termination.

  • For NHL staff, potential dismissal from the Phase 4 Secure Zone.

From everything I have read, the only player we had ahead of Petey was Makar. Keep in mind that Patrick had an injury history early into his junior career. He was considered the presumptive 1st overall pick and people were wondering if his injuries would prevent him even playing a game in the NHL. I would not be surprised if multiple teams had him on the dreaded DND list.
