I don't think he'll hire a GM merely for show.
He'll use his experience and knowledge to help guide the trajectory of the team, which is what a president should do anyways. Would it be better if he hired an experienced GM to work underneath him? Maybe. Maybe not. I mean, every GM that's working in the league today, Rutherford included, started somewhere at some point.
In the short term, since changes have been made, the team is playing markedly better than they were beforehand. That's obvious in both the eye test and the analytics test. The upcoming schedule, where the team will face some serious teams will be telling in what needs to be done, roster wise, to make this team even better.
Long term? The GM will gain experience with the support of their president and build a strong and solid roster around the core. I highly doubt you'll see an aimless approach from the management team, which seemed to be the case with the previous one.
