But that doesn't make sense.... Black is now talking about shipping the bitumen via rail as pellets (as you know, my favourite form of bitumen ) and it wouldn't be against the crude oil ban, and some of the supply would go directly to BC.
I wonder if its more a matter of scepticism that Black can actually get it done. Horgan didn't seem all that impressed:
