26: To clarify, not meeting the floor or exceeding the cap circumvents Article 50, which directs teams to obey the team payroll range. Also, it is clear in that not taking action to make your team floor compliant is the same level of circumvention as trying to pay a guy under the table or using any other "proactive" cheat. it certainly does cheat the cba (EDIT: ONLY ON THE TEAMS PART) -

look at (VI) they can cancel the contract. (i) Impose a fine of up to $5 million in the case of a Circumvention by a Club or Club Actor, but in no circumstances shall such fine be less than $1 million against any Club or Club Actor if such party is found to have violated Article 50 of this Agreement. If such a fine is assessed against a Club (except in the case of a financial reporting violation), that Club's Payroll Room shall also be reduced by such amount for the following League Year, and if such reduction of the Club's Payroll Room renders the Club out of compliance with the Payroll Range (i.e., the Club does not have sufficient Payroll Room to accommodate its Player commitments comprising Club Salary) for such following League Year, then the Club must take such steps as are necessary (e.g., Assignment, Buy-Out, Waivers, etc.) and as are permitted by this Agreement to ensure that the Club will be in compliance with Article 50 of this Agreement upon commencement of the following League Year; (ii) Impose a fine against a Player of up to the lesser of $1 million or twentyfive (25%) percent of a Player's Paragraph 1 Salary in the case of a Circumvention by a Player or Player Actor, but in no circumstances shall such fine be below the lesser of $250,000 or twenty-five (25%) percent of the Player's Paragraph 1 Salary. Notwithstanding the $1 million limitation set forth above, any additional amounts by which the Player has been unjustly enriched due to the Circumvention shall be ordered to be disgorged; (iii) Direct a Club to forfeit draft picks (the number, placement, and League Year of which shall be determined in the Commissioner's sole discretion); (iv) Declare a forfeiture of any NHL Game(s) determined to have been affected by a Circumvention; (v) Direct a Club to disclose and report to the Independent Accountants all information required by this Agreement, including, without limitation, by the provisions of Article 50; (vi) Void any SPC, or any extension of an SPC, between any Player and any Club when both the Player or Player Actor and the Club or Club Actor are found to have committed such a violation with respect to such SPC or extension; and (vii) Suspend any Club employee, Player, or Certified Agent involved in such a violation for a period of time determined in the sole discretion of the Commissioner, the System Arbitrator, or the NHLPA, respectively. -

big time fines.... the nhl also have the authority to cancel contracts. so for tb that means if they sign some of thier rfa's and cant get under the cap. those contracts would be cancelled. (EDIT: IM WRONG ABOUT THE CANCELLED CONTRACTS) -

this was taken from the back to school plan. What has B.C. learned from the reopening of schools in other places? Due to widespread, worldwide school closures, there are few studies on the effects of COVID-19 transmission in school settings. In places that have resumed in-class instruction, children do not appear to be the primary spreaders of COVID-19. In schools where there were confirmed cases, there was typically minimal spreading beyond the initial case. Studies have shown that closing schools and child care facilities has significant negative mental health and socioeconomic impacts on vulnerable children. this statement shows that BC Schools are going against the grain by keeping schools open. the second sentence is BS. the third sentence can be thrown out now that its been shown its nearly impossible to track cases. the fourth sentence is true, but at the cost of putting families,school staff into harms way. DrH Is still preaching children are not primary spreaders, this is true but will change quickly. it seems pretty obvious that there is outside influence, who want to keep schools open. my best guess is that provincial and federal government understand how if schools close, they will be the one covering the bill, and are avoiding/delaying that at all costs.

scary... things are really getting out of hand. it seems pretty clear that school students are more vunerable than suggested they should really close the schools and invest as much money as possible from the 121 million they recieved in september and will recieve in january into online learning. the investment into PC'S or compatible tablets, internet and babysitters(is there even enough)? would be huge. i think a big percentage of folks wouldnt be able to afford it, and would require government support. the cost of schooling a student would likely triple. Yikes

i going to tread carefully, i can understand now most people dont appreciate dr h's efforts. Reading the back to school plan it said every student and teacher would recieve 2 masks, then be on thier own. did they not recieve the masks? is it common place in other industries to be provided masks?

there is no explanation on how this cap calculator works, but suprisingly it was pretty dang accurate, only hall and toffoli do the numbers come up that far off. maybe the history of 1 year contacts with UFA's is skewed because high end talent generally only take 1 year contracts when there taking discounts to win a cup or have injury problems? i mean look at pat maroon, guy had been literally chasing a cup. the history of rfa's though is that you will pay more for longer contracts, you have to agree with that right? what i was looking for was to see how much less contracts were signed for compared to the expected. did i accomplish that? nope! but i did find that contracts were on average 2 years shorter than normal -

i used a cap calculating calculator and it doesn't include the option for goalies. sorry, i wish i had the info. -
1. i never said she wasnt capable, i said there is better canditates for the discussion and that having the conversation sets precedence. why lie about what i say? 2. there is nothing simple about the conversation, it involves lives, liability,precedence and the simple fact speach is easily misconstrued and Maybe,she might not have had time for the discussion and was being tactical in her response 3.she is most certainly the best canditate for the return to school plan, she holds that position for a reason. but it wasn't her alone coming up with the plan, it involved many people and a large amount of hours from medical experts and teaching professional alike.

Henry: Well I'm not a teacher, although I have teachers in my family and I think you need to understand your own risk, and there are things that we can do in the classroom setting and yes, there are ways to safely have that one-on-one contact with the child, but teachers know how best to do that in their classrooms. Quinn: But we have a teacher seeking advice here asking what to do. Henry: They should be seeking advice from their teaching collegues who understand the situation. We put in the health basics and [at] each school there's principals, there's teachers, who are there to support their community. She answered the question intially, when asked for clarification, again she answered follow the guidelines. it was impossible for Henry to clarify further. The questions are super vague, do you know how many different possibilities there could be with the question of working one on one with a child? lets name a few, sports, advice, demonstrations, discipline, caring for a injury...etc. the answer is complicated, the questions are vague and cant be clarified because it comes from a tweet.

here is a list of the highest paid players signed this year. I wanted to see how much less players were signing for. here are the results of my investigation. Top 10 UFA pietrangelo predicted 8.3 actual 8.8 hall predicted 5.7 actual 8 krug predicted 7.4 actual 6.5 Brodie predicted 5.4 actual 5.0 Dadonov predicted 5.9 actual 5 Tanev predicted 3.6 actual 4.5 Toffoli predicted 5.6 actual 4.3 Schultz predicted 3.0 actual 4.0 Shattenkirk predicted 4.7 actual 3.9 Barrie predicted 4.4 actual 3.8 top 10 RFA Manthaa predicted 6.5 actual 5.7 Reinhart predicted 5.3 actual 5.2 pulock predicted 5.8 actual 5 burakovsky predicted 3.6 actual 4.9 Deangelo predicted 4.2 actual 4.8 Labanc predicted 3.8 actual 4.7 Strome predicted 4.9 actual 4.5 Toews predicted 4.8 actual 4.1 Montour predicted 3.9 actual 3.9 Kubalik predicted 4.4 actual 3.7 so are contracts cheaper? the short answer is no, the long answer is they're're shorter, which in turn lowers the AAV without considering predicted term the difference between the predicted and actual salarys is 0nly 900k less over 20 player's or about 50k cheaper each contract. the real difference is that the contracts are much shorter than usual, about 2 years shorter than predicted. if they were longer the AAV would rise too along with contract length so how much is 2 years AAV worth? that depends on UFA/RFA status, the age of the player and the quality of the player. these 10 ufa's term on average were 2 years shorter than expected. players like hall 2 years is 1.4m, shattenkirk 500k . but the quality of the players will likely decline with age, meaning the UFA'S are really losing out. for rfa's its a lot more complicated, there contracts too were also 2 years shorter on average. and for the majority of these player's more years means higher AAV. but realistly alot of these young rfa's will improve, meaning more money down the road, so its kind of a wash.

lets not forget, that a big part of her job is being a politician. guarnteed there are better specialists in every one of these area's you speak of.

that was my point, ask a specialist in the subject, not a dang politician who is controlled by thier reccomendations. a safety specialist can even offer advice that would be more strict than public recommendations, and probably would too. if you ask a politician for advice, your wasting your time thinking you will get anything different than what they are preaching

she is the one that makes recomendations and is a public figure, she in no way, has the time to offer advice, one on one. she speaks publicy because it's her job. It would be silly not to do her job, might get her fired. beside's a safety specialist will know better, its what they do.

im all for that fine, it was very ignorant what those people did. And i think that is good use of police time, but there wont be any mask watching patrols by police. how the law works in reality, from what i saw. the first few days anti-masker's attempt to enforce thier will, store attendants fight back. the non masker puts up a small fuss, then leaves to find another store who doesnt enforce the law. not too many people stupid enough to stick around for a ticket, im out every day and still havent seen any tickets be handed out, they all whine then leave.

maybe if she had all the info, but obviously she doesn't made clear by how she answered. It's not her job to offer one on one advice, sets too much precedence. Anways there is much better choices to ask than a doctor, like i mentioned earlier.

i agree with you, the restriction is good for mask wearers. There is going to be no significant fines handed out though, we cant have our constable's time delegated to handing out fine's. If they come across a situation in thier regular duties, that's great. most likely the police force would turn down calls to enforce a fine, there is no time.

my god, how is she supposed to know how a teacher and student interacts? of course a teacher's peers will have a better idea in how to work in a safe manner. im a labourer and i would never consider asking a doctor for safety advice, there's safety specialists that will do a much better job.

alberta has had mandatory masks for like six months, it doesnt stop the non maskers. there is stores that enforce the rule and others who wont. non maskers flock to the stores who dont enforce. at least they segregate themselves from the mask wearers. this law isnt going to push the needle very much, there's too much ignorance and not enough people capable/willing to enforce it.
