just signed a two year term for internet 75, and haggled them down to within 6$ of the discount guys. i then managed to get a 100$ discount by just being really nice and slowly haggling back and forth, 1.5 hours of my time well spent. the extra 44$ i will have to pay over the course of the contract is worth it because spending another hour canceling and returning modems and being available between 8-3pm is not worthh 44$

yes, kinda.
it is generally the max speed of internet available. You will only see those speeds from unthrottled sources. generally you will be lucky to get within 10-20% of the actual top speed.
