The difference this time, though, is the mere fact that NK fired at undisputed SK territory. That's VERY rare; usually the action happens in disputed waters.
You know of course that this is a loose end from the Cold War - the two countries have never ended their war. They have been in a state of cease fire for decades. They can attack each other any time.
