Actually SabreFan1 in places in Europe your tickets are tied into your income. The idea is the impact is the same in proportion to the speed you are going and the amount of income you earn.
It's sad that measures has to be taken to be that extreme, but a $500 fine to someone who has millions of dollars doesn't sink in.
If you're driving a $400,000 car, is even a $400 fine going to stop you? Now impound the vehicle.
That will get your attention.

As for the rest of your post, it would make more sense for misdemeanors and/or felonies, but for minor driving violations, it's ridiculous to fine a person that much. Fortunately that excessive of a penalty for a minor violation would be struck down in the US as unconstitutional. It's one of the reasons why most laws have maximum penalties codified right in the statutes.
