An Ottawa coroner has confirmed a package delivered Tuesday to the Conservative Party of Canada's headquarters in downtown Ottawa contained a human foot.

Police removed the foot in a yellow bag during the early evening from the 12th floor of 130 Albert St. after a day-long investigation.

Police were called to the building at 11:20 a.m. ET after a suspicious package was delivered there. Police called for the hazardous materials unit after they noticed what appeared to be blood on the package.

Ottawa police Staff Sgt. Bruce Pirt said major crimes investigators have taken over the HAZMAT call because if it is a human foot, "There's a body without one."

Package delivered through Canada Post

Pirt said the suspicious package was delivered through Canada Post and police will be tracking its origin.

Ottawa police Sgt. Steve Hodgson told reporters outside the building that the package was still inside.

The RCMP and Montreal police are also investigating the discovery of a human torso in a pile of garbage in the Côte-des-Neiges borough, west of Décarie Boulevard and checking to see if there is any link to the package found in Ottawa.

Hodgson said Conservative Party staff members were shaken up by the incident but in good spirits.

Conservative Party spokesman Fred DeLorey said Ottawa police are investigating and all questions should be referred to them.

Several Members of Parliament said they were caught off guard by the news.

"It's shocking for somebody to do that," said Labour Minister Lisa Raitt. "I'd hate to be the one opening that."

Ottawa police say they have found a second body part in a package as they investigate the delivery of a human foot to the Conservative Party of Canada's headquarters in downtown Ottawa.

Police would not say what the body part was, nor where it was found, though they did say it was not found at the Conservative Party offices on 130 Albert St. where the foot was sent.

Media reports said the second package, containing a human hand, was not addressed to the Tory headquarters. Police said the major crime unit continues to investigate.

Package delivered through Canada Post

Major Crimes Staff Sgt. Bruce Pirt said the suspicious package was delivered through Canada Post and conceded it's possible it was sent as a "gruesome message."

The foot was decomposing and there was a stench when a CPC employee opened it, said Pirt. He would not say whether the foot belonged to a male or female.

Police found the second package in the course of the investigation, but would not reveal any more details.

Police are working with Canada Post to determine the origins of the packages and said they may also be in touch with morgues and funeral homes to see if they are missing any body parts.

Ottawa police are also checking to see if their case is connected with an RCMP investigation in Montreal after police there found a human torso in a pile of garbage in the Côte-des-Neiges borough.

Severed hand, foot came from torso found in Montreal, police confirm

OTTAWA — A severed hand and foot that were mailed to Ottawa from Montreal were part of a dismembered torso discovered in a suitcase in a Montreal alley Tuesday morning, police say.

“All indications are that these are from the same body” a communications agent for Montreal police told The Gazette Wednesday morning, citing a preliminary report. “We are still waiting for final results.” She spoke on condition her name wouldn’t be published.

An autopsy is expected to reveal how the victim was slain, police added, and whether he was dead before being dismembered.

The autopsy will also be necessary to help make a positive identification on the corpse, Delorme said. It is to be performed in the coming days.

Ottawa police have turned over the investigation of the gruesome crime to Montreal police, who were expected to identify a suspect “within a few hours,” Montreal police Constable Daniel Fortier said.

Shortly after the torso was discovered in Montreal, a severed human foot was delivered to the Conservative Party of Canada headquarters in Ottawa.

Later Tuesday night, a second package containing a human hand was intercepted at the Ottawa Postal Terminal that night.

While the first package was generically addressed to the office of the Conservative Party of Canada just blocks from Parliament Hill, the second was not.

Police have not said where the bloody hand was destined, but confirmed it was not to a residential address.

Police knew the second package was mailed from the same source and tracked it with the help of Canada Post investigators.

Ian Anderson, head of the Canadian Union of Postal Workers local for Ottawa, said it’s possible that police used the bar codes on the package sent to the Conservative Party to locate the other package found at the Alta Vista sorting facility.

Canada Post packages are affixed with a machine-readable code used to trace its progress through the mail system. While the code would not given the sender’s address, it could show which postal station it originated with.

A database search on Canada Post’s computers could locate other packages sent from the same station at around the same time, and would provide the package’s proximate location at that moment.

Meanwhile in Montreal, police continued to comb through garbage bags and furniture left on a Snowdon street, looking for body parts after a janitor discovered a human torso in a suitcase at about 10 a.m.

Mike Nadeau, 49, said he’d noticed a smell coming from the suitcase in the past few days.

“Today I noticed flies and when I looked closer I saw maggots,” Nadeau said. “I got a friend and we got some cutters because there was a little lock on the suitcase. What I saw when we opened it is hard to describe. There was no head and (the torso) was all grey.”

He said he did not believe there were any limbs attached to the torso. Nadeau backed away from suitcase quickly and called police, he said.
