If someone is busy on one day, being skipped one pick isn't a big deal. And people with skipped picks can make up their picks whenever after that round is over. The agreement might have been signed today, but I have never felt so detached from NHL hockey and anything that relates to the NHL. I probably will be letting the two commissioners of this league know if I feel up to continue with this league or not in the very near future.
