Just it's currently very inefficient because it's not economical (desalination could provide more than enough drinking water for everyone, increase agriculture, etc) , not politically acceptable (imagine building the newest/safest nuke generator, cut CO2 emissions severely.... or go with thorium reactors), politicians are too short-sided/arrogant (tons of land available like in many places in Africa, but who inhabitable because it's mismanaged or one people trying to kill off another group of people).
