Baka
I once urinated on the University of Pennsylvania. I was 20. They can thank the 3 stores that demanded you buy something to have the right to use there bathrooms.
King Heffy
The mainland Chinese part is not irrelevant in this case. In mainland China, public urination/defecation is quite commonplace. I've personally seen middle-aged guys in suits squatting down and taking a dump on the sidewalk over there. People walk past like it's nothing out of the ordinary. It's very likely that the mother simply didn't realize that this would be considered unacceptable over here.

AllEyezOnMe
Meh, I have seen worse. Including a hobo taking a leak right in front of the front door of the bank on Kingsway and another guy washing his junk in the sink at Laughead mall. Both white guys if it matters. hudson bay rules
Yes and no. Our toilets are very different to theirs, which are basically a hole in the floor. If she's just gotten over here, it's likely the kid has absolutely no clue how to use one of our toilets. The garbage can is actually closer to their toilets than our toilets are. For all we know, the kid tried to use the toilet and was extremely confused, leading to either finding an alternative or going in his pants. rampage
For the people going on about how some stores don't let you use their washroom, this was in a damn mall. There are more than enough toilets available. That lady is an idiot.

theminister
In Spain it is illegal for an establishment to refuse you access to a washroom or a glass of tap water. I'm not sure how many countries this applies in but it seems very civilized.
