Those who have influence on the Board of Governors, and those who don't. The ones with influence get the refereeing calls made in their favour. Those who don't get screwed by bad calls and stupid decisions. Boston is right at the top of the A listers... that's why they can get away with all the dirty play they specialize in. The Canucks are at the very bottom... teams like Tampa Bay also fall at the low end... whereas Montreal is original six and big on the board.
