My understanding is this: You can try to sign your rfa to a deal or You can offer him a qualifying offer (minimum to maintain rights) which is a 1 year contract with the correct % raise If you offer a player the QO, they can accept, then, or any time leading upto the season`s start. It is a real live offer. At any time after the QO, but before its accepted by the player, the GM can offer a multi year deal, or change the salary sum.
