It was around 10:30 by the time a city worker came around to pick him up. I understand that animal services may have been busy with sick or dangerous animals, but 13-14 hours seems like a rather long time, you can see Conrad's body was getting pretty bloated near the end, it was a really hot day.

Also:

Probably a union or safety thing that he didn't just clean it up, but it's still kind of hilarious.

It's kind of odd that he probably spent most of his life digging through garbage, now his permanent resting place is likely the dump.

If that's not heaven I don't know what is.

The city said Conrad was going to be cremated, which pretty much means that they are tossing him in an incinerator with a bunch of other animals.
