IF that is the case, why not just give him a one way and be done with it? Seems odd, which means that something else is going on I think... Not everyone signs the first offer they get. Maybe Baertschi's agent isn't the quickest to get back to Benning. Could be pretty much anything. Quite often where there is smoke there is fire.
