Kaner
Ok. It seem like my price tag is a little unrealistic with keyboard, mouse and OS. Could I build one for around $750 without the keyboard, mouse and OS?

JiffyPB
Ok. It seem like my price tag is a little unrealistic with keyboard, mouse and OS. Could I build one for around $750 without the keyboard, mouse and OS? If you said this a month ago before BoC cut interest rates again I would have said yes. I'll take a whack at it though. XFX Radeon 370 (http://www.ncix.com/detail/xfx-radeon-r7-370-975m-ce-110199.htm) --> $200 EVGA 500W Bronze (http://www.ncix.com/detail/evga-500-bronze-500w-80plus-7b-85625-1012.htm) --> $65 MSI H81M-E33 (http://www.newegg.ca/Product/Product.aspx?Item=N82E16813130730) --> $66 Intel i5 4460 (http://www.ncix.com/detail/intel-core-i5-i5-4460-haswell-48-96203-1012.htm) --> $235 Xigmatek Fan 2-pack (http://www.newegg.ca/Product/Product.aspx?Item=N82E16835233109) --> $21 Get any HDD for $60. Shop around for this. Zalman Z1 case (http://www.memoryexpress.com/Products/MX54362) --> $50 G.Skill RipjawsX 8gb (http://www.memoryexpress.com/Products/MX36560) at $60 or 2x4gb (http://www.memoryexpress.com/Products/MX33234) at $65. The 2x4gb would yield better performance but you can't upgrade because the motherboard only has 2 RAM slots. The 1x8gb is cheaper and gives you another slot to upgrade RAM if you need it down the line but at the expense of less performance. Optional costs include getting a wireless adapter if you don't have a setup where you can connect that PC to your router via an ethernet cable. A good one would be priced between $15-$30. You could get an optical drive but those aren't needed nowadays. Total cost for mandatory components is $762 with $25 in rebates available. Tip is to just keep shopping around. $5 here and $10 there on each component can either bloat the cost quite a bit or save you some change. JiffyPB
Could this run GTa @ 1080P 50-60 FPS near high quality? GTA V is a very demanding game, much like most open world games so you will pretty much only get that framerate playing on normal with this graphics card. It will be able to max out games like Bioshock Infinite and play games like BF4 on medium/high, but open world games are notorious for being very graphically demanding on cards. Games like Far Cry, GTA, Watch Dogs are very hard to max out and that is just the nature of the game on PC.
Xbox
Wait until Black Friday or Boxing Day and get a bunch of parts on sale. I saved a lot of money this way.

Xbox
You are aware of what month this is right? Yes, but OP is on a budget. He will end up with a much better PC with the same budget.
