Senior enforcement officials from the Canada Revenue Agency were treated to private receptions at an exclusive Ottawa club, hosted by a small group of influential tax accountants that included personnel from KPMG — even as the firm was facing a CRA probe for running a $130-million tax dodge in the Isle of Man.

The two soirees took place at the posh Rideau Club in 2014 and 2015, at the same time Canada's tax agency was in confidential talks with KPMG over its refusal to hand over the names of its multimillionaire clients who used the offshore scheme.

The CRA wouldn't confirm who attended the events, and none of the known industry or government attendees contacted by CBC News would talk about them. The Rideau Club operates under a code known as the "Chatham House Rules": to encourage open discussion, you can't reveal what others say at meetings.

The CRA also has strict dictates against wining and dining its staff: Employees must "not accept gifts, hospitality, or other benefits that will, or could, have a real, apparent or potential influence on your objectivity and neutrality in performing your CRA duties." Gifts of alcohol are banned, and anything worth more than $50 must be flagged.

The agency wouldn't answer specific questions about what hospitality was offered at the Rideau Club, where the menus for private receptions at the time included such sumptuous fare as scallop ceviche, duck rillettes crostini and herb-roasted rack of lamb.

Corrupt CRA officials? This is nothing but a conspiracy theory, our leaders would never let this go unpunished. I always pay my taxes and look forward to the great social programs headed my way, and because I know without a doubt evading taxes never goes unpunished

I don't know if this post is sarcastic or if it's naive. Anyone can be corrupt, including leaders of state.

Evading taxes has been a problem everywhere in the world. Nobody really wants to pay it, especially those who could.

Finally my friend dazzle, something we can agree on :)

I remember this offshore loophole, and I know of another one too which I won't be posting here, and I was like that's legal? Yep. Wow, okay. If you're wealthy and know the right people you can virtually pay 0 tax. Specifically if you own your own business. If you own your own business you can pay yourself with paying not a single dollar of tax, personally. The only thing is it's only possible if you're company is really profitable.

In short its like you give us your money we give you a loan that isn't taxable.

When i was appealing a 2000 penalty for acidentally not seeing a second t4 in the email from my employer, i notified the cra of the fact that I would have had an more of a return had i reported it (I have over 150 extra taken off my pay as a form of savings which was enough proof it wasn't a malicious action). The cra officer, in a page long response, refused to even acknowledge this fact and proceeded to remind me of the 200 dollars i failed to report the previous year from some casual work and my failure to report the ten dollars of rrsps i had to withdraw to close my account.

I also reminded them that 2000 dollars is more than two weeks pay for me and as a single man it would put me behind drasticly in my finances which wasn't the type of penalty for the average joe while drug charges are regularly thrown out of courts.

The fact they wouldn't even touch on the rational and basically just listed the offences and declined to appeal showed me the types of 'civil servants' we have workingfor us in the cra.

This story doesn't surprise me in the slightest.

Sorry to hear what you went through.  It's quite a shame the way the Revenue Agency attracts the little fellow, simply because they know the little fellow is easy prey, yet the large corporations with law firms get away without paying their fair share.

Im all for industry Im not only for the little guy it was rather the individuals choice to not use his power to give this guy a break as to teach me a lesson, when it was an honest mistake. Shows the personality of their workers and their superiors failure to ensure they are working for the ones paying their wages

Also it was the first time i had ever received two t4s from the same year and he could of checked so much. Add to this all, the cherry on top was he didnt even list his name only his title so i couldnt report him haha
