Star Talk host Neil Degrasse Tyson: I am here with renowned General Manager of the New York Rangers, Primal Optimist, who has joined us on Star Talk to answer a simple question for a fan of the physics of sports on ice. Primal, welcome, can you just tell us why your waiving a goalie from your farm team? 

 

GM PO: Thanks for having me Neil. It is simple Neil, like circular functions or the implications of plank time on super string theory, when Mike Smith was injured earlier this year we did not have the right mix to call up an active netminder from the farm as we did last year with the amazing kid Joonas Korpisalo who covered for Smith for a large chunk of time.  This year we wanted to give Joonas the full year in development on the farm, and so when Curtis was placed on waivers by another organization, he fit our needs and is a great NHL backup. He came over to Madison Square Garden, stole us some points and was a great guy in the room, however now that we have Mike Smith back from injury and Mike is our number one netminder, backup up by a confident Keith Kinkaid, we don't want to stiffle Curtis by having him play backup on the farm team. That is unfair to such a great guy who lets face it, won an NHL game just a few nights ago. I am glad you had me on, I am a big big fan, and I just have one question for you...

 

When you were nine years old and met Carl Sagan face to face for the first time, was it as awe inspiring as I feel every time I watch you give a lecture or join in a debate performance on stage? Again, giant fanboy here, if you ever want to skate on the famous MSG rink, we can make that happen. Thank you, thanks to your fans for having me, and thank you Curtis McEllhiney for coming in and helping us out when we needed it most. This waive is not a slap in the face, it is allowing a career to continue to go forward as a thank you for a job well done.

LEAGUE ANNOUNCEMENT:  Las Vegas Golden Knights Expansion and Rules

 

The CDCGML will be adding an expansion team this off-season for the 2017-18 season, the Las Vegas Golden Knights, just as the NHL will be.

The League Executive has discussed the options surrounding the way we will accomplish this and have laid out our plan to execute it, and will be listening for feedback if there are any significant issues that we may have missed.

 

League Alignment: The LVGK will play in the Pacific Division. To balance the Conferences and division, the Columbus Blue Jackets will be shifting to the Metropolitan Division in the Eastern Conference.

 

Draft Eligibility: The CDCGML will be following the guidelines that the NHL has laid out, meaning the players that are eligible/not eligible will be the same as their eligibility in real life (with the following exception below). This means that we are following their games played and years under professional contract as determined by the NHL.

 

NMC Exception: We will be honouring NMCs that are signed in the CDCGML, not the NHL. This means that any player who has a NMC in the CDCGML must be protected by their CDCGML club. Those who have one in real life but not here do not need to be protected. *(Some players may be willing to waive their NMCs, as per real life, to leave themselves exposed but that will only be in very rare circumstances and likely not at all).

 

 

Protected Lists: As per NHL.com....

* Clubs will have two options for players they wish to protect in the Expansion Draft: 

a) Seven forwards, three defensemen and one goaltender

b ) Eight skaters (forwards/defensemen) and one goaltender

* All players who have currently effective and continuing "No Movement" clauses at the time of the Expansion Draft (and who to decline to waive such clauses) must be protected (and will be counted toward their club's applicable protection limits).

* All first- and second-year professionals, as well as all unsigned draft choices, will be exempt from selection (and will not be counted toward their club's applicable protection limits).

 

Player Exposure Requirements: As per NHL.com...

 

* All Clubs must meet the following minimum requirements regarding players exposed for selection in the Expansion Draft:

i) One defenseman who is a) under contract in 2017-18 and b ) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.

ii) Two forwards who are a) under contract in 2017-18 and b ) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.

iii) One goaltender who is under contract in 2017-18 or will be a restricted free agent at the expiration of his current contract immediately prior to 2017-18. If the club elects to make a restricted free agent goaltender available in order to meet this requirement, that goaltender must have received his qualifying offer prior to the submission of the club's protected list.

* Players with potential career-ending injuries who have missed more than the previous 60 consecutive games (or who otherwise have been confirmed to have a career-threatening injury) may not be used to satisfy a club's player exposure requirements, unless approval is received from the NHL. Such players also may be deemed exempt from selection by the League.

 

CDCGML Eligibility List: A list of eligible players and exempt players will be created and maintained by theminister once the regular season has been concluded. This tool will be made available for the ease and clarity of both the resident GMs and the incoming GM of the Golden Knights. 

 

 

Regulations Relating to the Expansion Franchise: 

 

* The Las Vegas franchise must select one player from each presently existing club for a total of 30 players .

* The Las Vegas franchise must select the following number of players at each position: 14 forwards, nine defensemen and three goaltenders.

* The Las Vegas franchise must select a minimum of 20 players who are under contract for the 2017-18 season. 

* The Las Vegas franchise must select players with an aggregate Expansion Draft value that is between 60-100% of the prior season's upper limit for the salary cap.

* The Las Vegas franchise may not buy out any of the players selected in the Expansion Draft earlier than the summer following its first season.

 

2017 CDCGML Draft Lottery:

- The Las Vegas franchise will be given the same odds in the 2017 CDCGML Draft Lottery as the team finishing with the third-fewest points during the 2016-17 regular season. (The same selection spot as the NHL Golden Knights).

- The Las Vegas franchise's First Round selection in the 2017 CDCGML Draft will be determined in accordance with the 2017 NHL Draft Lottery and, as a result, the Las Vegas franchise will be guaranteed no lower than the sixth overall selection.

- The Las Vegas franchise then will select third in each subsequent round of the 2017 CDCGML Draft (subject to trades and other potential player transactions).

 

Significant Dates: Just as we do for Entry drafts, the team protected lists and the LV selection process will be undertaken before the actual draft. This is to ensure that teams must make their own decisions about who to choose to expose rather than mimicking the moves of the NHL teams. This also adds the possibility that the LV GM will have a better spread of players on NHL teams.

 

    Friday June 16, 2016 (11:59pm PST): The 30 CDCGML Clubs must submit their Protection List.

    Monday June 19, 2016 (11:59pm PST): The Las Vegas GM must submit their Selection List, and will be announced the following day at noon PST.

The LV Golden Knights General Manager Selection Process: 

 

Any and all interested parties will be eligible to submit an application to be the new Las Vegas GM. This includes both current GMs and outside candidates without malice, meaning there are no penalties for current GMs to apply. Applications will not be accepted prior to the end of the CDCGML regular Season.

We would like to wish Darcy and Logan all the best with their Teams and welcome Marek to the Blues Organisation.

Marek is asolid Goalie who had a bad Start into the Season but we are confident that he will turn things during the 

Season and become solid Backup for Steve Mason.

 

Further we are glad that we were able to add 2 Draftpicks for the 2017 Draft.

Since its tradition in "The Bunker" to stay awake  drunk  untill around 8 am german time , we thought its a good Idea 

to add one of the probably latest picks (Minny 4th)  in the 2017 Draft. 

So i ll be with you guys untill the end and i promise ..I ll NOT miss the 1st Round this Season. lol

Yeah ....i ll send in a list though 

Maybe we´ll add 2-3 more Picks at the Deadline ...this would be nice ..yeah

WAIVERS: The Colorado Avalanche place Curtis McEllhiney on waivers for the purpose of assigning him to the farm Team.

Be aware that you currently do not have enough cap room in the minors to assign McElhinney, nor do you have an open roster spot in the majors for a goalie.
