2nd ref is off ice, and can trump or amend anything called on the ice, using instant replay.

 

You would see a lot of diving calls, and quite a few penalties reassessed.  Diving would basically cease.

Slew foots and diving need to be kicked out of the game. And head snaps that sell fake high stick calls.

Here's a nice, crazy one:

 

Bend the bluelines(or 'flare' them) near the boards. So the lines widen or curve in towards offensive zones. They'll look like the ends of my groovy 70's bell-bottoms, man. Inside of the blueline stays straight(for point men holding zone, etc...)

 

This would give the wingers an extra step(staying onside) as they enter, on a speedy rush..anything to keep them useless zebras more silent.
