I asked the commish team about this earlier.

 

Puck is following NHL draft eligibility rules, so players who are over 20 but playing in Europe are still eligible. Since in this league you cannot sign them as free agents (unless they have signed an NHL deal IRL), drafting them is pretty much the only way to acquire them.

To what age are they eligible to be drafted from Europe D Mo?

21, this is his last year he'd be eligible.
