I wouldn't assume that this indicates he's done here - the team has not qualified players in the past and then re-signed them regardless - it could be that they are looking to avoid an arbitration result if Stecher were to elect that - that they may not be comfortable at 2.35 million or more for their 3RHD if they wind up assigning a lot more cap to Ekman-larsson, or it could mean they intend to test the market for acquisitions of UFA signings - but this, not qualifying him, is not a definitive indicator.
