I've gone over it several times before, but this might be a good time to refresh everyone's memories. Quote - Player Relations budgets. EVERYONE seems to think that if you have a huge budget, you should be able to sign whoever you want. That is NOT what they are meant to do. They are a factor, but not the only factor. Term, dollars, fit, team, player situation (is he an old guy looking for a championship? Probably not signing with a rebuilding team, who only wants him to flip for picks, etc.), quality of the offer, effort put into the offer, linemates, potential ice time etc. etc. Player relation budgets are the deciding factor when two offers are close and it feels like a coin toss. Think of it as a checklist, and the PR budget is just one of the boxes to check off. If one offer with the highest PR budget checks 5 boxes out of say, 8. And another team with a lower Player relations budget checks 7 out of 8 boxes, he's signing with the team that checked 7 boxes, even with a smaller PR Budget. Being dealt to Vegas this morning he will be joining a much more offensively potent team and is poised to potentially put up some great numbers this year playing with much more skill around him.
