In the negotiation the team probably indicated to the agent/commish where they wanted the player. This is done at times during trades too as we are all familiar with as it saves clerical work on both sides at times. Nobody has to pass through waivers when being called up. Interesting. Apologies I have been doing this for over a decade but sometimes confuse simple matters with my jibber jabber. Its always been that way, never had waivers for a newly signed player or calling players up. Thats all I know.
