I've read (and obviously EVERYTHING is early/speculative) that this could be due to patients being prematurely discharged in order to free up needed hospital beds. So I guess the best case scenario is that these people weren't fully recovered before stopping their treatment. If these people are getting completely reinfected, that's a different story. There are ongoing tests being done to see where the virus is hiding, and like a doctor in Wuhan released, and as the focus of some new studies indicates, it could be in the central nervous system. This is why* people need to be on incubators when in critical care. It can be anything from different immune responses, people not actually getting rid of the virus in the first place but testing false negative ( which happens ) then showing as positive again when it was really the same infection not finished yet.
