The follow-through rule only applies for a normal shooting motion. I'd hardly consider a mid-air swing at a puck a normal shooting motion:

There's also no mention of puck contact, so that should have been a penaltly regardless of whether Marchessault touched the puck.

The angle I saw you see the puck falling, about waist high when he swings at it, at this point he’s blocking out the puck but then a split second later you see the puck going up and towards the net so something made contact, having looked again at your angle as they s just showed it, seems Perry’s stick actually hit the puck. If you make contact with the puck while swinging at it then high stick someone it is not a penalty, seen it a few times this playoffs. At full speed I can understand why the ref would think he made contact, yeah he got it wrong but there is no conspiracy.
