It's part of the CBA. During games teams have a 3rd goalie available in case both their starting goalie and backup goalie can't go. It's typically an amateur. That's how David Ayres got into a game as well as that accountant in Chicago (Scott Forster). Those 3rd goalies don't count against the cap. When teams are short of 12 F + 6 D + 2 G and have no cap space to initiate a recall, they have to play a game short-handed. They can then invoke emergency roster exemption and recall a player that makes at most 850K (league minimum + 100K) and who won't count against the cap. Toronto ran into some short-term injuries and were a player short - Matthews still being on IR. They had to either play a goalie short-handed or a D short-handed. They elected to dress 6 Ds rather than only 5 and took the risk that their 3rd goalie won't have to draw in. Using their 3rd goalie as backup counts as being a game short-handed. Last season Vegas had to play several games short-handed for lack of cap space. Same here. Teams need a back up goalie on the bench. A few years ago Vancouver ran short of a backup goalie and they too signed an ATO for the night. They did, a few teams have, but not for cap reasons. The famed zamboni driver and accountant goalies were due to logistical reasons as the emergency back up position. I imagine every team has this guy for either the home team or visiting team to use.
