ahzdeen
Buses are expensive. Gregor can boost his numbers by putting in some nearly free bike lanes much easier. They are also more visually conspicuous. Everyone can look around and see a bike lane. Improving bus service on a route by 25% is expensive and not nearly as optically dramatic. literaphile
I live in Victoria - it's a cyclist's paradise. While I don't commute by bike at the moment, I did for years, and it was very nice. Non-intrusive bike lanes everywhere, plenty of side streets if you choose, and, of course, the Galloping Goose.
taxi
Vancouver wouldn't buy buses, just label the lane as bus/hov only. I would think that's cheaper than putting in concrete barriers.
ronthecivil
It'd be more expensive to run more routes. Not sure what the point of having dedicated bus lanes is if you aren't increaing traffic on the buses, which requires more buses. Also, the GVRD has a ton of HOV lanes.
