It's literally right in the rule book. If a player is on a breakaway, with possession, and is tripped or impeded from behind then a penalty shot will be awarded.
A penalty shot will be awarded for the following acts:
When a player is fouled while on a breakaway, and the situation meets the following five criteria:
The puck carrier is in the Neutral or Attacking Zone.
The puck carrier has possession and control of the puck.
The puck carrier has no other opposing players to pass (other than the goaltender).
The puck carrier is tripped or fouled from behind, or fouled by the goaltender.
The puck carrier must be denied a reasonable scoring opportunity.
It definitely met all 5 criteria.

So 2 calls that weren't penalties, and a missed called on McDavid(if those 2 pentalies on the King's were penalties, then that was a penalty by McDavid) have allowed the Oilers to tie this up.
