I think part of the failings of the last management group goes back to the failure to replace Linden when he left. We wound up spreading the workload on too few of people which falls on ownership.
Whether Benning stayed or left, should have fallen on the shoulders of an experienced President, like Jim Rutherford!
There's also the POV that if Allvin doesn't work out, there are a number of guys who could step in who are already up to speed,

Credit where it is due, for a guy who was supposed to be a 3C here (in the latter part of his career), Roy put up some pretty good numbers after leaving the Sabres (better than .68/game, mostly assists).
If Rutherford (or Benning) picked up a 3C that produced at even a .5 pts per game he'd be considered one of the greatest GMs ever. This being said, there would be those who would complain about age, cap and so on.

A mental segue here, I recall back in the day, around when Gillis was having his first draft, and Hodgson had fallen to 10th from what might have been two or three positions higher (according to some pundits). There was a lot of talk about, "What is wrong with Hodgson that other teams passed on selecting him?" Granted, Stamkos and a very good crop of d-men crowding up the top five selections had something to do with it, but there was still a feeling among some that there was something wrong with Hodgson which other team's had noticed in their interviews. Why did Nashville select Wilson, or the Islanders choose Bailey? Did Columbus or Phoenix go with the BPA (at least on their lists)? Maybe.
I recall seeing/hearing similar comments when Schroeder was drafted the following year, as well as when Shinkaruk and McCann were drafted. The comments weren't necessarily that the guy was going to be a bust, but rather that there were red flags which suggested caution in selecting this guy.
So, getting to the point of this, if Savoie does drop to Canucks, was it because the previous 14 guys taken were the BPA, or a guy who better fit the other teams' positional needs, or did they find Savoie lacking in some way which raised some red flags? Or is it merely because he's small?

UFA signings?
2008 - Demitra was a very good find.
Sundin had mixed reviews as to his value here, but mostly people complain about how much he cost.
2009 - Rome was a good depth d-man.
Samuelsson had some success, but injuries reduced his effectiveness (particularly in his second to third year. His relations with the team had also soured.
2010 - Gillis' best year with regard to UFA signings. It's too bad he didn't have a few more off seasons like that one.
Torres has mixed reviews. Good skater/checker with some offensive upside. He could also deal out some hits which resulted in the team getting screwed.
Hamhuis had decided to come home, so other than deciding on the money there wasn't a lot for Gillis to do.
Malhotra would have been the guy who (to my mind) who would have put the Canucks over the top.
Tanev was also a great find.
Lack was a decent backup.
2011 -
2012 - Garrison
2013 - Richardon
Of the three areas which were considered, trading, drafting and free agent signing, this last one is arguably where he had the most success.

Perhaps, but what did he do to contribute to that success?
Trades? There were a number of trades which I would agree that the idea was correct, but the results certainly didn't do much for team success. There was a thought of buying low, and expecting high results. Some decent role-players were had, Ehrhoff turned out fairly well. This being said, until his final year here Gillis didn't really move the needle with trades.

I've always felt that even though there was a lot of overall team success in his time here, there was also a loss of team flexibility. Offense from the defensive was centered around him, so goal production from Bieksa, Edler and Salo dropped in order to get Ehrhoff his 14 goals. per.

The Pahlsson trade was another of the wrong guy trades. Getting the Pahlsson from a few years earlier as a replacement for Malhotra would have been great. Booth was also perhaps a question mark when he was acquired, and injuries cut his time short.

It would seem that the only way that the Canucks could get Bear is by trade.
Assuming Bear wants an increase over his current contract ($2 million per), then the Canucks would have to hand over their 2nd round pick for this year, which they currently do not have. This also assumes that Carolina elects to not match the contract offer made by the Canucks (which I suspect they probably wouldn't).

Could be good. He isn't an offensive juggernaut, but then he wouldn't be brought in for that particular purpose. He did have a concussion a few seasons back, but I haven't noticed anything regarding ongoing or new problems.
What do you figure the price might be? I wouldn't mind an exchange of contracts. but I suspect that Seattle would want a pick.

Well, folks around here feel that Bear isn't what they want, and indications are that Juulsen doesn't turn a lot of people's cranks (I wouldn't mind if he made it. He has/had a lot of defensive upside before injuries pushed him back a step).

As per my comments regarding size, money/term and ability. If Bear is capable of playing as a solid defense first bottom-6, for not a huge amount of cash, then I'd gladly take him over someone whose chief mark in his favor was that he is "big". Big, mobile, with some hockey smarts and good puck handling ability on the other hand...
IMHO - Rathbone will either get some opportunity as the 3LD at the start of the season, or he'll spend his time in the AHL. Depending on who is available to the team as a 3LD will determine Rathbone's fate here. Maybe just for cap/contracts/waivers reasons he'll be back in Abbotsford. Perhaps that is unfair to him, and perhaps he will ask for a trade, which may well be coming. Rathbone won't be getting top-4 time without one of Ekman-Larsson and Hughes are injured, and he isn't going to get much opportunity to develop at an NHL level in the Canucks' bottom pairing.

Not very big though, so he and Jack would be skating for their lives out of trouble.
If anything, Bear is (slightly) vertically challenged at 5' 11" (as is Rathbone), but he appears to have decent weight. Lots of folks are/were going on about Woo (who I think will still make it to the NHL) and he's only one inch taller and around the same weight. The only ifs I have is, is there anyone else available who is bigger, and can do the same job (or better) for less money/term? If not, why not kick the tires? He was getting $2 million per for his last contract.

Edit: I loved the idea of him being #47 BUT "usually" players don't change their number if they like it and is their fave and he probably asked for it too maybe so I left that part out but others picked it up and if it gets far enough by rumour maybe he will.. that would be classic!

Nice! Our last dog was a yellow lab cross and he was the best boy ever. Must be something in the air at Miracle Beach that encourages dog adopting! Was a little weird... That was our first (and last for a while) camping trip without a dog in years.
