Perks?
I love Scavenger, only ran out of ammo, maybe once or twice, and really helps me because I use the Rocket Launcher as a secondary and you only get one shot.
Hardline helps me get those Care packages and Predator Missles often. (I'm not the greatest player)
And the third one I really dont care and makes no difference, I randomly picked it, Increased hip fire, though I always use aim...

Lol, if you watched Spike TV the commercial for it was on every 5minutes. Well, that's an exaggeration, but it was on at every commercial break.

It is. When florian has his head buried in penn's stomach's it's basically free shots to the head. Penn is hitting him in the head, but is tapping him lightly. He can throw bombs if he wanted to, but chooses not to. I mean he's already punching him in the head, just lightly. He can increase the power if he wanted to, so I don't get the point you're trying to make.
Elbows to the head would do alot of damage, but yeah he should just throw power punches in that position
