Pu at 30? what list are you copying off of

Included the players from the ISS top 30 list http://www.eliteprospects.com/draftcenter.php?year=2016&layout=&ranking=Rank3

I was surprised as well to say the least. Again these profiles are only for reference so should be taken with a grain of salt.

Can someone in a simple way describe how the build in the odds to a "ball draw"? The only way I can see it being done would be to increase the number of balls to each team proportionate to their position.

2016 NHL Draft Lottery

Beginning in 2016, the Draft Lottery will be utilized to assign the top three drafting slots in the NHL Draft, an expansion over previous years when the Draft Lottery was used to determine the winner of the first overall selection only.

Three draws will be held: the 1st Lottery draw will determine the Club selecting first overall, the 2nd Lottery draw will determine the Club selecting second overall and the 3rd Lottery draw will determine the club selecting third overall.

As a result of this change, the team earning the fewest points during the regular season will no longer be guaranteed, at worst, the second overall pick. That club could fall as low as fourth overall.

The allocation of odds for the 1st Lottery draw will be the same as outlined above for the 2015 NHL Draft Lottery.

To determine the winner, the official lottery machine is loaded with 14 balls, each bearing one number, 1 to 14. The NHL Draft Lottery involves drawing one set of four numbers from the machine. One ball is expelled from the machine at a ten-second interval until four balls are discharged.

Without regard to the order the numbers are drawn, there are exactly 1,001 four-number combinations. Each of the 14 teams in the NHL Draft Lottery is assigned the number of combinations corresponding to the odds allocated to them by their regular-season finish (i.e., the team given a 20% chance to win the NHL Draft Lottery is represented by 200 of the 1,001 possible combinations, the team with a 13.5% chance is assigned 135 combinations, and so forth). One combination (11, 12, 13, 14) has been designated as a "re-draw," allowing for the division of exactly 1,000 combinations proportionately.

All number combinations are assigned to teams at random by Bortz & Company.

The odds for the remaining teams will increase on a proportionate basis for the 2nd Lottery draw, based on which Club wins the 1st Lottery draw, and again for the 3rd Lottery draw, based on which Club wins the 2nd Lottery draw.

The 11 Clubs not selected in the Draft Lottery will be assigned NHL Draft selections 4 through 14, in inverse order of regular-season points.
