There is a friendly resolution to this unfortunate predicament.... Every team interested in these players will be represented by a number which will be used at random.org to determine who gets these players. Problem solved. No one gets hurt, banned or loses draft picks :)

"unfortunate predicament"

OTT's GM blatantly broke the rules on UFA's, he knew exactly what the rules were when he signed 1 yr. contracts for Spezza and Green.

He beat me out for Spezza by $150K as I had a 2yr. contract bid and knew I had this years FA's to sign and could not go higher.

As you can see he had Kopitar, Voracek and Filitov to sign this year so he had to bid 1 yr on Spezza and Green or lose those 3 players.

He stole all the top UFA's last year with the full intent on not abiding by the rules.

I have dealt with Rated R and he is a great guy and a valued addition to the league, but I cannot fiqure out what he was thinking when he signed those 2 guys against the rules.

Like I said this will get ugly

Sinple and effective punishment:

Ottawa, go buy out the contracts you gave Green and Spezza, now. You carry those dead cap hits as your punishment, and you won't be eligible to sign them when UFA opens. Done. He doesn't get his players, and carrying 5m in dead cap for a few years is worse punishment than anything. And it's an easy fix, you do it, or you're out of the league. Then no one has to squabble about how much he paid them and how we could have offered less or anything.
