Benning deliberately spread the age group because he doesn't want to be in the same situation as when he took over. Selling veterans and then there is again a clutter in one age group. Also it takes for ages to develop players especially past the lottery picks and each year is one year closer to UFA for the young players who want to compete and not waste their opportunities.
