Can someone explain to me how a high stick that draws blood isn't a 4 minute penalty?

The ref is not required to assess a double minor if there is blood. It’s an option the ref has at his discretion. Options being a double minor, a major, or a match penalty, IF there is a obvious/visible injury. I’ve seen double minors assessed when there wasn’t blood.
Don’t agree with the call tonight, but it was within the rules.
