Perhaps the home owners were fed up with people parking in their parking spot, so they installed a parking meter. That's what I was thinking when I saw it.
I went to go pick up my sister from gateway station in surrey in the afternoon and instead of parking in the 15 minute parking spot I wanted to find actual parking so I bring change I find a spot and I go to pay at the meter and it's credit card only that made me go WTF what a joke lol
