I can't find anywhere I'm the CBA where it says you can't activate a player from IR and insert him into your lineup during the playoffs.
Is this a rule?

Matt Murray was found and developed by Washington and has been a major piece for us for a number of years now. We are very happy that we were able to find him such a great situation with a champion GM in Buffalo. Murray being from Thunder Bay will have the opportunity to play near his family and we wish him all the best.
This second deal was a very tough one to pull the trigger on. Filip Hronek is a player we traded into the 2nd round as a target and we managed to snag him. He has quickly become one of my favourite players and I fully intended on developing him and retaining him as a Capital for as long as I possibly could. However, we've been close but not good enough too many times that we made the decision to move what we see as a top tier young dman for a more developed player in Dumba who can help us immediately and will also play a major role for us as a top 4 defenseman moving forward.
Last but not least, we added a future hall of famer in Joe Thornton who can hopefully help bring us the leadership, versatility and experience needed in the playoffs. We know that there is no one in the league that wants a cup more than him at this point and we are hoping he brings a sense of urgency to the locker room that is needed for a deep run in the playoffs.

The Washington Capitals are proud to introduce Mark Scheifele as well as Travis Dermott and Steven Lorentz to the organization.
Bringing Mark Scheifele in during the prime of his career brings so many elements to the Caps.
Not only do we believe this trade makes us stronger this season, we also think we added a key element to our team for a few years after.
Combining Scheifele with Kuznetsov, Kadri and Wennberg gives us plent of depth at the centre position. We believe we are stronger at the position than we have been during our franchises history.
We wish the best for the two players going the other way. Victor Olofsson is a home developed piece and we wish him the best of luck in his career as he comes to a big RFA deal. We think St. Louis got a gem here.

First off, we wish Kyle Turris the best moving forward. Along with Chris Kreider this man has been a major part of our organization for almost 11 seasons. One of the first trades I made as GM of Washington was before the 2010 draft when I traded Ivan Vishnevskiy along with a couple draft picks in exchange for Kyle Turris and Thomas Greiss.
Turris had a really great career in Washington and played a major role. He's our franchises all time leading center in almost every statistical category. He was constantly a dependable player up the middle for us that had some really nice offensive seasons. It's always sad to see a player that has devoted so much to the organization go but this does free up 5 million dollars in cap space this season and next season and with his declining play and the dire need to win now for our roster he was naturally pushed out of a roster spot and his time as a Capital came to an end. We wish him the best in Boston and hope that a new opportunity is what he needs to turn his career around and regain his form in his early 30's.
We welcome Mike Smith to the organization and hope that the Smith/Koskinen combination gives us a competitive goaltending tandem this season on our quest for the coveted CDCGML cup. This move likely spells the end for long time goalie Matt Murray as we are currently searching for a team that will give him an opportunity to regain form as one of the best and younger goaltenders in the league. We have less than a month with the deadline approaching and we will do everything in our power to find him an opportunity to continue his career.

When I stated my opinion (not sure if you got a chance to read it amidst all the chaos) it was for discussion purposes.
In no way was I trying to start an uproar or push any GM's in the direction of quitting. As a long termed GM not part of the executive team I just wanted to give voice to the members that may not have spoken up on their own and because I though the timing of the rule change (regardless of the rule change) was unjust to the teams that have built according to the rules currently in place.
I was under the wrong impression of what the rule change was and I am somewhat indifferent though if it were a vote I would vote against it. However, the timing of it I really don't like.
I've been thinking of some ways to promote parity and roster realism in this league. Maybe a rule of a team needing a certain amount of NHL players (18) currently on NHL teams should be mandatory when making a trade. It would add an element of strategy to the game as sellers would need to consider young players or show commitment to free agents just in order to be allowed to make trades.
All and all I really hope the guys that quit stay because they all make the league way way better.
To me, this is still the best fantasy sports league I've ever played in and still has potential to improve. Hopefully we can work through this process respectfully and with open minds as a lot of us clearly care way too much about this league and that is what makes it so damn great.

I totally understand the leagues desire to create parity in the league. I think that rule changes that force all teams to ice competent rosters could create a more competitive and realistic league. I can assure you that I love seeing bottom tier teams hire active GM's who ice competitive rosters as much as anyone. With that being said making a rule change of this magnitude mid season is TOTAL BUSH LEAGUE in my honest opinion.
I know I just acquired a lottery pick so my opinion may seem like it is coming from a bias place but that is surely not the case. When I suggested changes to the scoring system I made it quite clear and it seemed to be fairly agreed upon that teams would need time to adjust and mold their teams appropriately according to the teams in the league.
This must just be a total shot to the gut to teams like Vegas, NYR, Minnesota, Carolina etc who are all active members that have strategically rebuilt their teams to give them a strong chance at a very high end prospect this season. For these organizations that are most dependant on their lottery picks as one of their most valuable assets to build around this new rule implemented at this particular time is blatantly unfair in my personal opinion.
I hate being in this position where I feel like I'm disrespecting our valued team of executives who contribute so much to this league year after year but I also feel as though it is my responsibility as a long tenured GM to speak up and have these discussions because our depth of membership and commitment and patience from the bottom as well as the top is part of what makes this league so great.
Once again, this is not me saying that this rule couldn't benefit the league if implemented for the 2022 draft. I see the benefits. However the timing of this for the teams that have structured their organizations, depth charts, salary terms, etc based on the potential talent that is available at the top of the draft compared to say 10 - 14 overall is unjust; once again in my personal opinion.
