Since the beginning of time, usually when one group of people are conquered, they usually get assimilated to the dominant group. The Arcadians didn't want to and left. Plus, it's not like the Brits were gonna use the Quebecers as slave labourers either. It was just more of "Hey, be like us". They also often complain about how west coast does not sing the bi-lingual national anthem at big events (Grey Cup, Stanley Cup Final, ect) The original Ottawa Senators logo, said "Ottawa Senators" in it, and a bunch of former Quebec residents (who fully said they supported the Habs as their #1 team)who lived in Ottawa passed a law that said ALL logos that the Sens produce have to have an English and French version (or bilingual). Forcing the Sens to change their logo. People in Quebec have also enforced the law that all Canadian kids have to take French Classes up to grade 8.
