Once the 2 contraction teams are selected, put all player contracts into a draft. Draft 28th place to 1st place as many times as it takes for all players to be selected or for all teams to pass on their turn to select. Any players remaining at the end become UFA's immediately. I wonder if they're waiting to make a decision on expansion (Seattle+QC) and then they'll do a temporary fix, like swapping Winnipeg with Columbus then a full realignment when the league moves to 32 teams in a few years.
