If we were to make a new league, we'd want every team to take 2 teams so there are no CPU teams, if a 16th person wants to join then someone can opt out. We'd like to have at least 15 guys who are committed and wouldn't blow up a team and quit. Teams need to be active as when teams here stopped trading all together the league fell apart.

We also need to make a decision on Skype, we either all use it or we have to communicate here. Skype is great for trade talks as its instantaneous, you can also treat it like a message board too. We need everyone on the same page.
