Dazzle
Just now, The Lock said: It's all situational. Put yourself in New Jersey's shoes at the time. Brodeur's career was coming to the end and they had no one to replace him. So while it's not common for a 9th overall pick to be used on a goalie, most teams aren't usually in such a dire situation that New Jersey was in at the time. It made perfect sense for New Jersey at the time. There was nothing wrong for Jersey to turn their unknown draft pick for what should've been a legitimate NHL starter. The Canucks were outright hosed in this trade (at the time). We had next to no prospects at this time. Without Horvat developing as he is, we would lack a top six center, in addition to the massive holes on defense and goaltending! Incredibly incompetent management by a certain GM, who essentially handcuffed himself and the team's future.

I was explaining why New Jersey would have been willing to give up that 9th overall pick. They were desperate. This also coincides with what you've said.
